Hospital Supervisor Earns Over NT$3 Million Annually! Illegally Deploys Foreign Workers to Care for Patients While Profiting

The New Taipei Special Task Force recently received a tip-off and discovered an undocumented Indonesian migrant worker at a hospital in northern Taiwan. Upon investigation, it was revealed that the worker possessed a hospital access card and a dedicated app, allowing unrestricted movement in restricted areas of the hospital. Further inquiry uncovered that a hospital contractor's female supervisor had colluded with illegal brokers to dispatch undocumented workers to the hospital, earning NT$800 per worker per day, resulting in illegal profits exceeding NT$3 million annually.

The task force discovered the undocumented worker at the hospital in the Greater Taipei area. Suspicious of how the worker could move freely in the hospital’s restricted areas, investigators found that the female supervisor had privately arranged for undocumented workers without legal permits to work in patient wards, misleading patients’ families into paying caregiving fees.

Further investigation revealed that the illegal brokerage company rented a secluded tin-roofed house in a mountainous area to serve as a dormitory, concealing large numbers of overstaying foreign workers. The site resembled a "transit station" for undocumented labor. In mid-November 2023, after gathering evidence, the task force carried out a raid, uncovering 11 undocumented Indonesian women at the site.

The investigation revealed that the supervisor arranged for undocumented workers to work at the hospital and collected NT$800 daily from each worker. Over a year, this scheme generated illegal earnings of more than NT$3 million. The task force has charged the female supervisor and two members of the illegal brokerage with violating the Employment Services Act for illegal profit-seeking activities and referred them to the district prosecutor’s office. The 11 undocumented workers were detained and will be repatriated after investigation.
