They hope that this regulation can be a solution to the problems they have been facing, such as high shipping costs and long delivery times.

Before this regulation existed, the process of sending goods from abroad was often a nightmare for Indonesian Migrant Workers. Based on a survey conducted by Migrant CARE in 2023, as many as 78% of Indonesian Migrant Workers admitted that they had difficulty sending goods to Indonesia. The main obstacle they face is high shipping costs, reaching an average of 15-20% of the value of the goods.
Not only costs, complicated and convoluted goods delivery procedures are also a stumbling block. Based on data from the Indonesian Trade and Economic Office (KDEI) in Taipei, in 2023, the average PMI in Taiwan will have to spend up to NT$ 2,500 (around Rp. 1.2 million) to send a package of goods weighing 5 kilograms to Indonesia. This cost does not include taxes and other additional fees that often appear along the way. Apart from that, the problem of long delivery times is also an annoying problem. A case study published by the International Migration Journal in 2023 revealed that the average delivery time for goods from Taiwan to Indonesia is 3-4 weeks.
