Taiwan's Hospitality Sector to Recruit Indonesian Migrant Workers
Taiwan is experiencing a labor shortage in the hospitality sector. This is because during the COVID-19 pandemic, many hospitality workers moved to other sectors, resulting in a year-over-year decline in the number of hospitality workers. However, the number of tourists visiting Taiwan continues to increase, prompting the Taiwanese government to open opportunities for recruiting migrant workers in the hospitality sector. Migrant workers are permitted to work in Taiwan's hospitality sector and receive a minimum monthly wage of NT$32,000 (Rp17.4 million).
Chen Yu-hsiu (陳玉秀), Director-General of Tourism, told legislators that the hospitality industry can begin hiring mid-level skilled migrant workers in the first quarter of 2026 to perform housekeeping, cleaning, receptionist, and food service tasks.
This policy aims to address the labor shortage while protecting job opportunities for local workers. To hire migrant workers as mid-level staff, hotel operators must first increase the monthly salary of local employees by NT$2,000, said Cheng Yi-ping (鄭憶萍), deputy division head at the Directorate General of Tourism (TA).
Migrant workers employed in the hotel sector must be paid at least NT$32,000 per month. They will be required to have basic Mandarin language skills. The salary threshold and qualification requirements will be determined by the Ministry of Labor.
A 2023 survey showed that the hotel industry faces a labor shortage of 6,600 housekeeping and cleaning staff. Additionally, there are proposals to relax regulations to allow foreign students to work in the hotel industry after graduation or to relax rules regarding their internships.
