Labor insurance and old-age benefits for foreign migrant workers increased by 10 times after the epidemic
Minister of Labor He Peishan said in an interview on the 24th that labor insurance should be provided through an "open source" method, and that she would consider including family caregivers. But will the faucet be turned on even more if the source of labor insurance is not reached? According to statistics, there were 12,187 cases of foreign insured persons receiving one-time old-age benefits last year, and they received more than 677.41 million yuan. Officials from the Ministry of Labor estimate that most of the migrant workers who came to Taiwan more than 30 years ago are still young people. It is estimated that their age now meets the requirements of labor insurance regulations. It is expected that the number of recipients will increase, but it will not affect the finance of the labor insurance fund.
Since 1989, China has introduced a special project to introduce overseas migrant workers and invested in large-scale construction projects. With the passage of the Employment Service Act in 1992, the number of imported migrant workers has increased rapidly. Many migrant workers who came to Taiwan in that year are now eligible for labor insurance and old-age benefits. According to the requirements, regardless of whether they are nationals or foreigners, as long as they have served for 15 years or more, they can apply for annuity benefits, and if they have served for less than 15 years, they can receive a one-time old-age benefit. And because migrant workers have been employed for less than 15 years in the past, most can only receive a lump sum old-age pension.
According to statistics, before the epidemic in 2019, there were only 977 cases of foreigners claiming one-time old-age benefits, taking away more than 116.75 million yuan. In 2020, this increased to 2,922 cases, worth 236.33 million yuan. In 2021, there were 2,916 cases, 2. 22.65 million yuan, increasing to 5,802 and 12,187 cases respectively in 2022 and 2023, with 379.22 million yuan and 677.41 million yuan taken away. In addition to old-age benefits, the rest include maternity benefits, death of family members and other benefits in recent years. Also increased a lot.
Liu Xiuling, leader of the General Benefit Group of the Bureau of Labor Insurance, said that China has been open to foreign migrant workers for more than 30 years. Young migrant workers who were originally covered by labor insurance have gradually met the requirements for claiming lump-sum benefits for the elderly. It was originally expected that claims for senior benefits would increase year by year. Due to the impact of the epidemic in 2020 and 2021, some mails were blocked, causing the backlog to 2022 and 2023, which will lead to a sudden increase in the number of cases.
As for reports that Thailand requires the Ministry of Labor to provide a list of those who are eligible to claim labor insurance and old-age benefits, Liu Xiuling said that the relevant list was not provided. The main reason is that after receiving the old-age benefits, you can no longer continue to enroll in labor insurance. In order to protect the rights and interests of workers, even if you are eligible to claim Qualified foreigners will not take the initiative to notify, let alone foreigners. She reminded that if they do not have a household registration in China, in addition to the application form, workers should also attach identity or residence-related certification documents verified by my country's overseas units before they can claim relevant benefits.
Chen Meimei, director of the Department of Labor Insurance, predicts that as the age of migrant workers increases, more and more foreigners will meet the requirements for claiming, and the pressure on labor insurance finances will be the same as that of domestic workers.
